Our Board of Trustees consists exclusively of current and prior executives of our member employers. In other words, we are workers’ compensation coverage for providers, by providers. We understand your business needs because we walk in your shoes.

At the onset of the pandemic in 2020, the Trust awarded every member $5,000 to pay for COVID-19-related expenses. We were in this together and knew the need was immediate.

Alan Hartl
Executive Director
Alan Hartl has experience with the Embolden Workers’ Compensation Trust as the CEO of one of its member owners for 19 years, as a Board Member for 20 years, and as the Board Chairperson for 19 years. In 2023, he became the Trust’s Executive Director, applying his expertise in workers’ compensation to the benefit of all Trust members. Trained and licensed as a psychologist, Alan has over four decades in various applied and administrative positions in behavioral health. This includes being CEO of Lenape Valley Foundation for 27 years, an organization providing an array of community-based services to persons with mental health problems, substance use issues, intellectual disabilities, and/or developmental delays. He has previously served as President of the Pennsylvania Community Providers Association, which notably is the original sponsor of the PCPA Workers’ Compensation Trust. He also is a past board member of the National Council for Behavioral Health (now the National Council for Mental Wellbeing).

Susan Blue
Board Chair
Susan Blue serves as the President and CEO of Community Services Group where she has worked for 37 years. Community Services Group provides an array of community based mental health and intellectual and developmental disability services in 19 counties in central and northeast Pennsylvania. Blue holds leadership roles with The National Council for Behavioral Health, The Rehabilitation and Community Providers Association (RCPA), ProVantaCare and Community Behavioral Healthcare Network of Pennsylvania (CBHNP).
Susan Coyle
Susan Coyle serves as the CEO of Chartiers Center where she has worked for 15 years. In her role, Coyle oversees the expansion of an HUD supported housing initiative through the creation of the Hestia, Atlas, and Vesta Programs, a permanent supported housing service. Coyle is a psychiatric nurse who holds a master’s degree in public health. She serves on the Rehabilitation and Community Providers Association, Partners for Quality Human Rights Committee and Conference of Allegheny Providers.
John E. Dillensnyder III
John E. Dillensnyder III serves as the Executive Director at Treatment Trends, Inc. where he has worked for over 21 years and functioned as Executive Director for 10 years. His responsibilities include the control and management of the organization’s physical and financial assets as well as the recruitment, supervision and direction of the staff. Dillensnyder III is an alumnus of Indiana University of Pennsylvania where he holds a Bachelor of Science degree.
Richard S. Edley
Richard S. Edley serves as the lead executive for the Rehabilitation and Community Providers Association (RCPA) in Pennsylvania. The RCPA is one of the largest state trade associations in the country representing providers of mental health, substance use disorder, intellectual and developmental disabilities, children’s, brain injury, criminal and juvenile justice, medical and pediatric rehabilitation, and physical disabilities and aging services, across all settings and levels of care. Edley’s bachelor’s degree is from Boston University, and he holds master’s and doctorate degrees in clinical psychology from Emory University.
Jodie Esper
Jodie joined Mainstay as Chief Financial Officer (CFO) in 2017. As CFO, Jodie is tasked with implementing the infrastructure and systems needed to support Mainstay’s mission, operations (including facilities, fleet, and information technology), financial objectives, and strategic initiatives. In 2023, Jodie became the CEO of enTRUST Services LLC, a subsidiary of Mainstay that provides comprehensive financial services that enrich the lives of people with disabilities. Jodie has more than 25 years of accounting experience, with 17 years in a leadership capacity with nonprofit human services organizations. Jodie is passionate about the work as the mom of a son with an intellectual disability. She is an advocate and strong supporter in the disability community. Jodie received her Bachelor of Science in Business Administration (BSBA) in accounting, and a Master of Science degree in accounting from Robert Morris University in Moon Township, PA.
Peter J. Keitsock
Peter J. Keitsock serves as the Executive Director of Avenues where he has worked for 36 years and functioned as Executive Director for 28 years. Keitsock is responsible for the overall management and operation of Avenues and is focused on Program Evaluation and Development, Staff Development and Retention, Financial Viability, and Program Expansion.
Nicholas Manno
Nicholas Manno has served as a Board Member of the Embolden Workers’ Compensation Trust for over 11 years as an RCPA Representative. He is also a retired Healthcare Executive with 42 Years of experience in Behavior Health & Intellectual Disability Services. Manno most recently served as CFO for COMHAR, Inc., located in Philadelphia, PA where he managed several departments including Financial, Facilities, and IT operations. He holds a B.S. degree in Business Administration (accounting) from Widener University and an MBA in Healthcare Administration from LaSalle University.
Gordon H. May
Gordon H. May is the President and CEO of CONCERN Professional Services for Children, Youth, and Families with over 21 years of experience in the behavioral health, juvenile justice and human services fields. May is responsible for all facets of the organization, including its 14 service sites, nearly 400 staff, and more than 300 foster homes. He has focused on promoting a positive and healthy culture for staff and clients, as well as program growth to meet the growing needs in behavioral health and foster care. May holds a degree in social work from Shippensburg University and an MS in Social Work from Columbia University.
Angie Rothrock
Angie Rothrock is the Compliance Director and HIPAA Privacy Officer at LifePath Inc., located in Southeastern PA where she has worked for 32 years, and she has been an Embolden Workers’ Compensation Trust Board member for over 11 years. She serves as the Chairperson for LifePath’s Safety Committee and manages workers compensation claims.
Fran Sheedy Bost
Fran Sheedy Bost serves as Executive Director of Devereux/TCV Community Services, where she has worked for 16 years. In her role as executive director, Bost oversees TCV’s comprehensive array of programs and services for youth and adults through intensive outpatient, partial-hospitalization, group-home programs, and school-based services.
