Embolden WC Trust is the first and largest non-governmental workers’ compensation group self-insurance trust in Pennsylvania.

We are a group of employers who pool financial resources to create a shared fund to pay for our workers’ compensation claims. We pay annual deposit contributions to the fund rather than paying an annual insurance premium.

Embolden WC Trust exceeds all financial requirements for workers’ compensation coverage, while still returning excess surplus to the employers it covers.

The Trust is not a captive self-insurance model, so its coverage is not through an insurance company and is not subject to Department of Insurance regulations. There is no upfront fee to join.

Any Pennsylvania health and human service provider using the broker or agent of their choice may seek coverage from Embolden WC Trust. We are currently accepting new members.

Upon obtaining coverage from the Trust, every member becomes an owner of the Trust.

Embolden WC Trust members are not required to join the Rehabilitation and Community Providers Association (RCPA) – the successor of PCPA.
