Workers’ Compensation before Embolden
Prior to 1994, the only workers’ compensation options for Pennsylvania health and human service providers were the Commonwealth’s plan or commercial carriers. Both were costly and inflexible. Providers were subject to volatile premium swings from year-to-year and, with commercial carriers, the possibility of termination of coverage.
The Trust is Born
Beginning on July 1, 1994, Pennsylvania allowed private employers to create group self-insurance trusts for workers’ compensation. With this new option on the horizon, the Pennsylvania Community Providers Association (PCPA) provided the leadership for interested health and human service providers to create the Trust. It was approved by the Pennsylvania Department of Labor & Industry, Bureau of Workers’ Compensation, beginning with six providers, effective July 1, 1994, and was known as the PCPA Workers’ Compensation Group Self-Insurance Trust.
